And Allah is All-Knowing, All-Wise.” (Chapter at-Tawbah Tevbe, 60) Any person who is not putting themself in debt needs to pay zakat. As long as they have there basic needs and have money to give zakat. This is not obliged to people who simply cannot handle. Allah does not expect those who don’t have enough for themselves to give to others.
